`Install Python` modal action button directs users to Python v3.10 on the Windows Store

If I don't have Python installed and try to run a Python Jupyter notebook, I get a dialog telling me to install Python. Clicking the Install Python action button opens the Windows Store for Python 3.10. The latest version is Python 3.11, should we be pointing to that instead?

We don't control that from the extension. @zooba might have more insight into this.

We use ms-windows-store URIs to point to which app in store is to be opened, so we actually do control it. I have created a PR to update it.

It would've been great if there was some way for us to just point it to the latest instead.

Ah! I miss read that as running the python command without python installed.
