Default to --no-cov when debugging pytest

seems like the default should be --no-cov for running pytest in vscode. Originally mentioned in a comment here: vscode-python/#19322

Hi, I actually had to set it in launch.json, like described here:
https://code.visualstudio.com/docs/python/testing#_pytest-configuration-settings
to make debug stop on breakpoints.

Also not sure why it is not set by default.

--no-cov is not a standard option is pytests, as far as I can tell. Is this based on a plugin?

This is based off the use of the debugger in vscode but is still being considered if the value should be inherently set or not. Since this is up for discussion feel free to add your input and it will be considered when we evaluate this question down the line. Thanks!

--no-cov is referenced in this issue as a fix to the discovery issues. This point should be considered in this issues consideration.
