Deploy to linux premium app fails

"If I first deploy to a elastic premium linux app with core tools, and then I deploy over the top with VS code, I get the following error:

1:31:58 PM: Error: Run-From-Zip is set to a remote URL using WEBSITE_RUN_FROM_PACKAGE or WEBSITE_USE_ZIP app setting. Deployment is not supported in this configuration."

Related to discussion here: #1683. It kind of baffles me that the cli is using the storage deploy method
