CLI does not reference correct defaults data when --defaults-context-path is used #107
Description
When using the command line and specifying an alternate defaults.json file with the --defaults-context-path parameter the raft.py looks for the defaults.json file co-located with the raft.py file.
This causes a problem if you have multiple deployments and interact with the via an alias.
