Specification Document for Formatter #1074
Description
The Q# Formatter should have a design specification document, written in Markdown like a README, that describes the functionality of the tool as we want it to be and details our goals for the tool. This document will be used for planning out the development of the formatter and creation of GitHub Issues and general tasks.
