port: Add Teams read receipt event (#6356)

The changes in Add Teams read receipt event (#6356) may need to be ported to maintain parity with microsoft/botbuilder-dotnet.

Hi @tracyboehrer, @EricDahlvang, do you know if this feature is currently available in Teams?
We tested it using a sample bot but it never receives the read receipt event.
Also, the event is not in the list of conversation events for bots.
