Restructures src to project references

Remaining problems I'm aware of

  • Something broke the API sample
  • Unit tests are not optimally placed in the build graph (can be fixed later)
  • The jakefile just needs to be completely rewritten to fully take advantage of this; can discuss in person
  • Fix prepend-only projects to actually produce outputs

Pushing up a PR to make sure I didn't break Travis (probably did)
