[typedef] File.lastModified missing.

The definition of a File instance is missing the .lastModified property, and only has the depreciated .lastModifiedDate property instead.
The depreciated (but at least as widely available) property is also declared as any rather than Date.

After studying TSJS-lib-generator, I don't understand why the .lastModified property doesn't exist in the xml despite being present in Edge:

Finally, it says that "Working Draft" APIs should go to DefinitelyTyped.
Is that accurate in this case? I doubt it.
If it is, where in DefinitelyTyped would these go, under what package?

The xml file is not always up-to-date. we have a list of additions/deletions to the file. for this issue you will need to add a new entry in https://github.com/Microsoft/TSJS-lib-generator/blob/master/inputfiles/addedTypes.json for the new property.
