Magento_Backup Module Permission issue fixed for Magento 2.3-develop.

Description (*)

If Admin Users assigned a Backup module Role Resource, Still was not able to access
Backups controller. Now its fixed.

Fixed Issues (if relevant)

  1. Backups error from User Roles Permission 2.2.6 #18150
  2. ...

Manual testing scenarios (*)

  1. Created a new Role Settings and assigned custom permission System->Tools.
  2. Logged in via the Sub admin user.
  3. Now Backup Controller is accessible.
