Cart rule is not applying for UPS ground

Preconditions and environment

• Magento version -2.4.4

Steps to reproduce

1.Create a cart price rule with free shipping for matching items for specific sku(example sku:123)
2.Add 123 product to the cart and also add 456 sku product to the cart.

Expected result

After applying the coupon code, UPS Ground shipping charges should be calculated only for 456 sku product.

Actual result

Shipping charges are applying for both the products.

Can you please update on this issue. Is it replicated for you?.

We have checked in our all the Magento 2.4 instances and in all the sites issue has been replicated. This is working with the other shipping methods like Flat rate but not working with the UPS.

Thanks for reporting and collaboration.

Verified the issue on magento developer instance and the issue is reproducable. Shipping charges are applying for both the products when one product has cart rule with free shipping for matching products.
