1. Create product attribute for configurable product, set 'user_defined' option to false
2. Import configurable product with disabled status
3. Enable product on product edit page

1. Not refer to undefined object product in https://github.com/magento/magento2/blob/2.3-develop/app/code/Magento/Catalog/Controller/Adminhtml/Product/Save.php#L173
