Sorting in Product Listing via Quantity not work

Preconditions

1. Magento 2.2.2
2. OS Ubuntu 16.04
3. Server Apache version 2.4.18
4. MySQL version 5.7.21
5. PHP version 7.0.22

Steps to reproduce

1. Set quantity_and_stock_status product attribute to be "Used for Sorting in Product Listing".
   
2. Set different quantities for products.
3. Go to Category Page on storefront and try sort via Quantity.

Expected result

1. Product are sorted from the lowest to the highest quantity or from the highest to the lowest quantity.

Actual result

1. Products are sorted via Position.
