Default State or Province is not pre-selected in the Estimate Shipping and Tax

Preconditions

1. Magento CE 2.1.9 with sample data is installed.

Steps to reproduce

1. Go to Admin -> Stores -> Sales -> Tax ->Default Tax Destination Calculation
2. Set Default Country to Canada and set Default State to British Columbia

Expected result

1. The default state or province should pre-selected as British Columbia

Actual result

1. The state or Province is not selected unlike the country

The issue has been fixed in magento-engcom/magento2ce#1258 by @serhii-balko in 2.2-develop branch
