Match CodeGen's handling of visibility

Our handling of visibility (in the LLVM and object file sense, not the MLIR sense) is a bit haphazard and differs from CodeGen's; see #990 for an example. We should rework it to match CodeGen, and make sure any relevant missing feature asserts are updated.
