Does your PR solve an issue?
During #3348 I noticed that there is no testcase for the
sqlx migrate add ...command. This PR proposes such a testcase.I don't know how usefull this testcase is (as the testcase is working and has not found any bugs..).
Rejecting this PR because this is not worth your time is fine by me ^^
