[9.x] Sesv2client

This PR updates the Mail SesTransport class to use the newer Aws\SesV2\SesV2Client class.

S3 docs on the AWS PHP SDK's sendEmail() method here.

There is no sendRawEmail() method on the V2 client.

That line needs a + instead of a -.
