Human Confirmation on Tools/Actions in Agents

Add in easy support for human confirmation before invoking tools in Agents. This ability for agents is documented here: https://docs.aws.amazon.com/bedrock/latest/userguide/agents-userconfirmation.html as a new feature. Support to make this seamless is needed.
