docs: Update VPA and LimitRange sections

What this PR does / why we need it:

The goal of this PR is to make the sections in the VPA documentation related to LimitRange API objects cleaner. I moved the new section into features.md, as it makes sense to me, but I don't have a strong opinion on this change.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
