📖 Add Harvester Provider to the Infrastructure List

This PR adds the Cluster-API Harvester Infrastructure Provider to the List of available Providers in the documentation, found here:

https://cluster-api.sigs.k8s.io/reference/providers

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
