🐛 Make KubeadmConfig FileSystem.Label optional

What this PR does / why we need it:

A previous PR set minLength for label to 1. This enforced that folks actually had to set label to a non-empty string.

In that context we noticed that label is actually optional, so this PR now makes it optional to avoid forcing everyone to set a non-empty label.
