Support referencing issues by identifier #17

It would be helpful if the server supported requests directly referencing the identifier, since generally I'd want to use AI to read the current issue i'm working on and help me create a plan to resolve it. Something like, "Review issue ENG-4892 and provide a plan to implement the feature". Currently that almost never works because it tries to search using that id, and that almost never gets the right result. You should be able to directly reference an issue by it's identifier so possibly making this a resource?
