bug: `cortex models list` doesnt return previously downloaded models

Describe the Bug

Broken after migration from models.list to sqlite db #1336

1. previously downloaded models appear on v118 cortex models list
2. after updating to v123, returns empty table

@gabrielle-ong this is not relevant, btw versions 118 and 123, eng rebuilt the model.list into model.db.
Please close this issue and associate it with the issue tracking model.db.

Closing as not a bug
models list after 0.5.0-v123 not backward compatible due to moving from models.list to sqlite db - #1241

Workaround (for reference)

1. To avoid downloading all models: run cortex-nightly pull <model_id / HF model >, then select N to not download the model. The model info will be saved to the DB
2. Requires redownloading all models: Delete cortex-nightlycpp/models folder, and re-pull all models to save to DB.
