I am sorry to open a new PR. Previously, this work was at #4491 but when updating the windows symbols I inadvertently picked up a bunch of stray commits that were not intended for this work. |

For ABI compatibility, we are keeping the existing SYCL 1.2.1 exception classes until later. But to improve their conformance to the SYCL 2020 specification, we want those classes to set the correct error_code.
