Fixes #27

Without this change the following ULT tests fail on media-driver side:
[ FAILED ] 2 tests, listed below:
[ FAILED ] MediaDecodeDdiTest.DecodeHEVCLong
[ FAILED ] MediaEncodeDdiTest.EncodeHEVC_DualPipe

This is not needed because we need to maintain singleton context for all the client instances within single process. Proper fix needs to come from media ULT to load/unload media driver/gmmlib for different platform specific ULT cases.
