Bootstrap the DRepState from snapshot

DRepState module will receive messages from the bootstrap module as it encounters DRep data from the snapshot file. In this way, the DRepState will build up it's view from a single epoch instead of relplaying all epochs from time zero.

As this is the fist state to be initialized from boostrapping, this issue will also include filling out the preexisting boostrap module, snapshot_bootstrapper
