Retrieving test data from RestAPI

Need the following data:

1. List of proposals, activated in epoch E.
2. List of votes for each proposal in retrospective manner: e.g., request for epoch E, proposal P, what votes were cast at that epoch.
3. List of all existing DReps and pools: and for each pool/DRep at epoch E provide its live balance.
4. absain/no-confidence DRep for each epoch E.

These data should be provided historically, that is, running the whole blockchain to epoch 590, it should be possible to retrieve the data for any previous epoch. Otherwise it would be very hard to synchronize epoch processing and retrieving data for it.

None of these items are part of the blockfrost API. @sandtreader can you give some direction about why we need this test and whether we need these APIs implemented. Or maybe we should take all the data from blocks instead?

This came about because Dmitri was scraping data from logs for his tests. I wondered if any/all of it was available in the BF API which would cleaner and also act as a dogfood test of that.

If there isn't a BF API which suits I still think there's a case for providing a query handler message and a simple CLI to request it. Any test we do now should be made part of the permanent test suite, and I really don't like log scraping for that!
