What does this PR do?
When adding a new model,
make fix-copieswill automatically create a new entry for the model in the README if the user forgot, with some<FILL XXX>to fill. This is also added in the localized READMES.Once this has been done, the localized READMES are not updated if the user has filled the template on the main README, which is a bit annoying. We can see an example in #17821
This PR fixes that.
