Changing layout of place description

In #631 we discussed that the percentages were not being useful for the users and then decided it would be better to change the way we display the accessibility information.

this is a sketch of what we were talking about in the meeting. The X's will be used for all ratings <50% and the Checkmarks will be used for ratings >=50%

It seems best not to work on this until the shortened question data is ready. If an eager developer guesses at some question list data, it won't be mergible or deployable because the question data needs to convey the correct meaning.

That being said, we can plan how we'd do this. I anticipate this breaking into the following tasks:

• Create migration script to add short_description field to the question table.
• Add Blandine's data from Create spreadsheet of all short versions of the questions #656 to our seed data in database/seeds/question.json.
• Test that one of our deployment tools at importers/utils/json_to_db.py will update that new field appropriately when the database already contains data. This will be important when deploying the data changes to the databases used by app.accesslocator.com and demo.accesslocator.com.
• Update universal and personal location rating percentages to be consistent with the associated checkmarks and x's on each question.
• Implement UI changes for the profile and location report to show the check marks, x's, collapsible sections.
• Implement changes on the location search feature to show the categories instead of percentages

I assigned @Blandine-AA not so she can work on this but so it is clear that this issue isn't available for any development until #656 is complete and we have the shortened question content that will replace our current user interfaces on profile and the location report.

I'll get a migration script and some data changes on the question table merged tonight. That change is related to the conditional hiding of questions that are related to each other. After that and Blandine answers a little question on #656, this should be ready for someone else to create the migration script and data changes for the question names.

Instead of green and red like originally suggested, should we stick to blue and grey like we did for the pie charts? This way our colour scheme would be more consistent.

@M4ttoF I think some type of green and red or blue and red can still be good. In the application, we use a dark red for validation messages. The green and red are also used outside of the application in traffic lights, stop signs, other road signs to illustrate when things are "good" or "bad" or "good"/"needs attention".

It would be good to use the same red as used for the validation messages to be consistent. I can't remember green being used elsewhere but there might be an example. If not, maybe the green could be dullen down a bit to convey the meaning without looking really out of place in AccessLocator.
