Investigate wheelmap.org

Create prototype for interacting with wheelmap.org

- [ ] Create scripts for building a CSV file out of data on buildings/locations downloaded from wheelmap.org.

The programming language is pretty much up to whoever takes this on but a few other import prototypes have been implemented using Python.

Any code should probably go in importers/wheelmap.org.
