Description
An earlier PR was merged to add RFC3339 timestamps. I opened a corresponding PR to the google/jsonapi to add exactly what I had merged here. That got merged, then reverted because it looks like I had missed the Marshalling portion. That was then added to a followup PR.
This PR adds the marshalling of the RFC3339 timestamp tag, and also refactors some of the tests to use the table tests that this PR had.
