feat: Add Windows on Arm Support

When running on a Windows on Arm system, Puppeteer Sharp currently detects that system as "Win32".

With Arm-Windows installation becoming more common (in Parallels on Apple Silicon Macs and with some vendors releasing native Windows on Arm PCs), it would be nice to get support for it in Puppeteer Sharp...

Chrome, Chromium and Firefox are all providing WinArm64 support, already.

Edit: seems Chrome/Chromium didn't land in the google storage yet :-S Think I will have to raise a few more issues... But Firefox should be downloadable...

Puppeteer is solving this treating Arm as Win64

(arch === 'arm64' && isWindows11(os.release()))

we could try that.

but BrowserFetcher.GetCurrentPlatform() does:

            if (RuntimeInformation.IsOSPlatform(OSPlatform.Windows))
            {
                return RuntimeInformation.OSArchitecture == Architecture.X64 ? Platform.Win64 : Platform.Win32;
            }

which results in Platform.Win32...

AFAIK Both (Win32 and Win64) should run (slow[er] but) fine on Windows for Arm, but I think it would be better to have it as an explicit Platform entry; and use the native arm64 Browser Version, where its available.
Probably the same for LinuxArm64...

Yes. I meant upstream puppeteer. The JavaScript one. We can fix this

Your PR only adds LinuxArm64, but not WindowsArm64...

This will do the trick. It's the same logic that we have upstream puppeteer
