Fix weekly qmain mandrel build (no mvn local)

The 23.0 mandrel packaging branch has no support for it and it's not needed since we do testing of the new maven artefacts in later branches 23.1+

@thomaswue Hi! Has there been an update on the OCA checks? This used to work fine (recognizing my sgehwolf at redhat.com email as one of mine). We, Red Hat employees, are OCA signatories as part of the RH company agreement. See https://oca.opensource.oracle.com/?ojr=contrib-list

@alina-yur Hi! @roberttoyonaga tells me that there was a similar issue wrt. OCA on his end and got resolved. See oracle#7883 (comment). Should it be resolved for me too or would that require a new step for you to approve somewhere? Thanks for your help.
