API documention on listIssues labels does not clarify if label content or ID

Description

Via the interface the labels is using the label ID (number) whereas in the API it use the label content (string).

Consequently the API documention on listIssues using labels should clarify that it is the actual label content that is expected, not the ID.

Also was confused because the Web interface also use the query parameter but relies on id for labels e.g. https://git.domain.tld/username/repositoryname/issues?labels=42
