Change default behavior of `onOpen: open-preview` in Gateway

Description

If we configure a port with onOpen: open-preview in .gitpod.yml, once we open it with JetBrains Gateway, it'll alert a dialog before open URL. This behavior like "Do you trust this project" alert if we don't watch its info

FYI. JetBrains currently have no whitelist for domains to avoid alert before opening URL in browser

Proposal

• Use notification instead of open browser before we can add that whitelist
• Change alert style to not use !
