Resynchronize organization entries when initializing the server

Is your feature request related to a problem? Please describe.
If GITPLOY_ORGANIZATION_ENTRIES is changed, the existing permissions are not synchronized. It can be problematic because a user usually doesn't set GITPLOY_ORGANIZATION_ENTRIES precisely in the first place.
