"Packages" activation

I've added support for "packages_enabled" to both createProject(Project project, String importUrl) and updateProject(Project project).

I have released version 4.9.1 with this functionality, however, I do not have access to GitLab EE so I cannot test either of these. If you could test/verify and close this issue I would appreciate it.

Looks like the API support for this will not be available until GitLab 11.6 is released. See https://gitlab.com/gitlab-org/gitlab-ee/issues/8492
