Add menu items/commands for PR actions. #1637

Add an explicit command for the “Go to PR list” action that the status bar performs so I can bind a shortcut to it, if I want.
Add a separate command for “Create PR” that takes you right to the Create PR screen (not the PR list screen)
Create menu items for PR actions. (Don’t forget the accelerator keys.)
Bind all shortcuts that are activated in the GitHub window scope.
- Consider binding a key to “Refresh”. (Ctrl+R ?)
- Consider binding Back/Forward. (Team explorer use Alt+Left/Right)
- Consider Ctrl+Enter for “Create Pull Request”.
