Allow configuration of MAX_PICKABLE_DAYS for self-hosted with longer than 90 days of retention #94602

Problem Statement
We have a self-hosted Sentry installation that has a retention of 365 days for events. Currently the UI is limited to a max of 90 days for the datetime picker. We would like to be able to configure that picker to use the same values as the event retention.
