meta: CHANGELOG for 7.12.1

We have a couple of key fixes to go out, notably #5675 and #5677, so I figured it's probably appropriate to cut a patch release here. There are some features, which may led to the argument that this should be a minor, but I can walk through them to justify the patch usage.

This is gated behind a flag, safe to ship in the patch

New feature, but just an add-on for existing route parameterization methods, nothing large so we can sneak it on

• feat(remix): Continue transaction from request headers (feat(remix): Continue transaction from request headers #5600)

It's remix, so I'm comfortable with including new features here

• feat(utils): Add function for ensuring input is an array (feat(utils): Add function for ensuring input is an array #5668)

utils is internal to us - we should be good to go!
