Use NoOpSpanFactory for SentryOptions.empty

💡 Motivation and Context

Otherwise DefaultSpanFactory is used for SentryOptions.empty which is returned, e.g. for NoOpScopes.getOptions(). When calling .startChild inside DefaultSpanFactory on OtelSpanWrapper, recursion is caused and a stack overflow happens.
