iOS Scenario App tests isn't running during the Mac iOS Engine build

The Scenario App Integration Tests test build step is present in Mac iOS Engine #10409 and missing in the next build Mac iOS Engine #10410

I may just be missing where this runs now post-#84618 and flutter/engine#27302.
