[web] change luci recipe to add firefox tests , remove tests from Cirrus

Currently the firefox tests runs on cirrus ci. We are migrating them to LUCI. The line to add to the recipe:

felt test --browser=firefox

This issue is waiting on the library updates on the LUCI bots.

I'll remove the firefox tests from cirrus ci as a next step.
