[ci] Remove exclude_all_packages_app_wasm.yaml configuration from --wasm builds.

In order to start building the all_packages app with Wasm, we added an exclusion file:

• exclude_all_packages_app_wasm.yaml

Once all flutter/packages are migrated to be wasm compatible (the file above is empty), clean it and remove it from the tooling.
