I'm also suspicious that #51391 would be causing a new issue, given that it is essentially just a revert of #50792 but without deleting the code (so any issue should also have been present before Feb 20)
But I'm fine landing for now given that John is OOO and that the reporting team tested and this revert evidently does unblock them.

Reverts #51391
Reason for revert: b/330184547 - I believe there is a good chance that the investigation on that issue was not really adequate to justify this revert, but this change can be easily relanded if reverting this was the wrong choice.
