This PR refactors Rasterizer so that the resubmit information is returned as a temporary struct instead of stored permanently as class member. This limits the lifetime of these values and reduces class members.

Additionally, this benefits the multi-view project: if the rasterizer is going to store multiple surfaces, what variables should be stored in a map from view IDs? Should all surfaces have a to-be-submitted record? The answer is "no", because these information is only temporary.

This PR should not need unit tests since it's only a refactor.

It looks like this pull request may not have tests. Please make sure to add tests before merging. If you need an exemption to this rule, contact Hixie on the #hackers channel in Chat (don't just cc him here, he won't see it! He's on Discord!).

If you are not sure if you need tests, consider this rule of thumb: the purpose of a test is to make sure someone doesn't accidentally revert the fix. Ask yourself, is there anything in your PR that you feel it is important we not accidentally revert back to how it was before your fix?

Reviewers: Read the Tree Hygiene page and make sure this patch meets those guidelines before LGTMing.

Relands #42001.

The previous attempt was reverted due to post-submit flakeness, some mysterious crashes. I didn't change anything this time, but now that PR #44973 is merged that fixes some racing issues, I wonder if the crashes of this change are resolved as well.

Relands flutter#42001.

The previous attempt was reverted due to post-submit flakeness, some mysterious crashes. I didn't change anything this time, but now that PR flutter#44973 is merged that fixes some racing issues, I wonder if the crashes of this change are resolved as well.
