[`macos_arm64`] Failed to determine the latest Flutter SDK version for `stable`

The automatic CI report failures for macos_arm64 for stable channel. It seem that the stable release v3.35.6 doesn't have the artifact for macos_arm64.

Fixes on v4.1, by automatically fallback to last possible release based on the channel and dart_sdk_arch.
