Considering promoting certain critical warnings to errors

We're never going to do any after-the-fact fix up of our builds, some critical warnings should be made fatal:

• [Route 35-8] Design has 2597 unrouted pins, that are still reachable.
• [Route 35-1] Design is not completely routed.
• Failure to meeting timing after implementation optimizations
