Allow multi gRPC query clients serve with old binary #1601
Description
Proposal: support grpc query compatible with version before bug fix or migrate in router
Current behavior: query result change when handle state logic change
Desired behavior: config cut off height in router
Use case: simplify maintain work to avoid support multi code base like in #1585, but involve extra infra work
simplify config in route to support grpc clients map with update block heights range
