Add Standard config values to docs

Need a place in the docs that calls out what "standard" config values chains should default to (for alt-layer). I think the place with the most accurate recommended config values right now is here: https://specs.optimism.io/protocol/configurability.html - and we should be making this both:

• Easily accessible and linked via the docs -- find any other pages this should be linked to/within.
• Linked in the Custom Gas token docs for how to set configuration values, saying something like "Aside from setting useCustomGasToken and customGasTokenAddress during deployment of your contracts, all other configuration can be set to our standard configuration values: https://specs.optimism.io/protocol/configurability.html

@richardgreg I see that you've started to add new documentation to cover this. A new page might be worth while once the standard rollup charter is ratified. This rollup deployment configuration page has some of the configuration requirements outlined in the OP Stack Configurability Spec.
