op-deployer bootstrap command is not working as expected

Description

We've gotten reports from that the bootstrap command is not working as expected. Generally folks are trying to use op-deployer and opcm on Holesky and have been unsuccessful.

Acceptance criteria

• While this issue persists, there's a callout that says this feature is not working as expected. Either due to a bug or missing documentation.
• If its missing documentation, the documentation should be updated.
• If its a bug, the documentation should be updated to notify folks that this features is currently broken

Action items

1. First open a PR to add a call out to the page to inform users that this is not working as expected
2. Get peer review and merge
3. Try out the op-deployer docs for opcm bootstrap
4. Provide the errors folks have been running into to Slipper, along with our current documentation, and figure out the root cause of the issue.
5. If its missing documentation, open a PR to add that documentation
6. Test out the docs
7. Get peer reivew
